構建科學制度體系 走出信用交通“最先一公里” “善(shan)弈者(zhe)謀勢(shi),善(shan)謀者(zhe)致(zhi)遠。”“信(xin)用交通省”建(jian)設(she)作為平臺和載體,建(jian)起了制度的“四梁(liang)八柱”,在推進交通運輸(shu)行業信(xin)用體系建(jian)設(she)方(fang)面發揮了引領作用,有(you)力促進了交通運輸(shu)行業信(xin)用體系建(jian)設(she)“有(you)所(suo)作為、走在前列”。 打破信用“信息孤島” 激活信用數據活力 打破信(xin)(xin)息(xi)孤島,建設覆蓋全行業(ye)的征信(xin)(xin)體系(xi),有(you)利于加強(qiang)(qiang)事中事后協同監(jian)管(guan),這是(shi)一(yi)項長(chang)期而(er)復雜的系(xi)統工(gong)程,需要(yao)各方凝聚共(gong)識。部省兩級始終堅持(chi)問題導(dao)向和結果(guo)導(dao)向,大力推進平臺(tai)建設,加強(qiang)(qiang)信(xin)(xin)用(yong)信(xin)(xin)息(xi)歸集共(gong)享。 讓信(xin)用(yong)(yong)體(ti)系(xi)有效對接(jie),背后是各地信(xin)用(yong)(yong)信(xin)息(xi)如何(he)共享(xiang)和(he)獎(jiang)懲(cheng)措(cuo)施(shi)如何(he)跨地區(qu)應用(yong)(yong)的(de)問題。在交(jiao)(jiao)通運輸部的(de)積極推動下,絕(jue)大部分省(區(qu)、市)交(jiao)(jiao)通運輸信(xin)用(yong)(yong)信(xin)息(xi)平(ping)臺建成(cheng)投入使(shi)用(yong)(yong),全(quan)部具(ju)(ju)備信(xin)用(yong)(yong)信(xin)息(xi)共享(xiang)和(he)信(xin)用(yong)(yong)評價(jia)功能,半數(shu)以上(shang)具(ju)(ju)備聯合獎(jiang)懲(cheng)、“紅黑名單”管理和(he)信(xin)用(yong)(yong)承諾、信(xin)用(yong)(yong)修(xiu)復等(deng)模塊,全(quan)面支持行業(ye)信(xin)用(yong)(yong)體(ti)系(xi)建設相(xiang)關工作。各省配套(tao)出臺信(xin)息(xi)歸集、公開共享(xiang)制(zhi)度超(chao)過70部,基本達到全(quan)覆蓋(gai)。 信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)歸集數量(liang)穩(wen)步增(zeng)長(chang)。交(jiao)通運(yun)輸信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)目(mu)錄(lu)已覆蓋(gai)全部省(sheng)(sheng)份和七成地(di)市(shi)。今年,盡管受(shou)到(dao)突如其來的(de)新冠肺(fei)炎疫情影響,但(dan)行業信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)數據報送機制(zhi)仍然實現了常態化運(yun)作。北京、天(tian)津、江蘇、河南、寧(ning)夏、云南、甘肅、新疆(jiang)、吉林、廣(guang)東(dong)、浙江、重慶、山(shan)東(dong)、廣(guang)西14個(ge)省(sheng)(sheng)(區、市(shi))不間斷報送增(zeng)量(liang)信(xin)(xin)(xin)(xin)息(xi)(xi)。據統計,交(jiao)通運(yun)輸信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)共享平臺累計歸集信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)33.7億(yi)條,形(xing)成805.2萬(wan)家企業(含經(jing)營業戶(hu))、2200.5萬(wan)從業人員的(de)“一(yi)戶(hu)式”信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)檔(dang)案。 量變(bian)引起質(zhi)變(bian),信(xin)用(yong)數據質(zhi)量實(shi)現大幅提升,23個(ge)省(區、市(shi))的數據合格(ge)率超過80%,統(tong)一社會信(xin)用(yong)代碼作為(wei)信(xin)用(yong)主(zhu)體的唯(wei)一標識,在經營企業中應用(yong)達(da)100%。 信(xin)用(yong)(yong)公(gong)示是社會(hui)公(gong)眾參(can)與聯合懲戒、發(fa)揮信(xin)用(yong)(yong)監管作(zuo)用(yong)(yong)的主要途徑。各地努力探索信(xin)息公(gong)示公(gong)開,讓信(xin)用(yong)(yong)信(xin)息在(zai)“陽(yang)光”下發(fa)揮最大(da)效用(yong)(yong)。新(xin)增搜索欄、排行榜、曝光臺等(deng)欄目(mu),方便公(gong)眾按規定及時了解(jie)企業(ye)及個人(ren)相關信(xin)用(yong)(yong)信(xin)息,實(shi)現快速查詢和信(xin)用(yong)(yong)服(fu)務在(zai)線申(shen)請(qing)等(deng)功能(neng)……今年,北(bei)京(jing)市交(jiao)(jiao)通委員會(hui)對“信(xin)用(yong)(yong)交(jiao)(jiao)通北(bei)京(jing)”網站進行了升級改造。 “窗口”作用(yong)的發揮讓(rang)信(xin)用(yong)軟指標有效變成(cheng)(cheng)監管硬約束。各省(區、市(shi))“信(xin)用(yong)交通(tong)(tong)”地方網(wang)站(zhan)(網(wang)頁)日趨完善,各級(ji)“信(xin)用(yong)交通(tong)(tong)”網(wang)站(zhan)做到政策(ce)制度、“雙公(gong)示”“紅黑名單”100%及時發布。24個(ge)省份通(tong)(tong)過“信(xin)用(yong)交通(tong)(tong)”網(wang)站(zhan)向社會公(gong)開信(xin)用(yong)承諾,26個(ge)省(區、市(shi))網(wang)站(zhan)(網(wang)頁)可實現每(mei)周更新,實現了信(xin)用(yong)網(wang)站(zhan)常態化(hua)運行。北京(jing)、天(tian)津、河(he)北、遼寧、江(jiang)蘇(su)、浙江(jiang)、安(an)徽(hui)、江(jiang)西(xi)、山東、河(he)南、海南、云南、廣西(xi)等省(區、市(shi))每(mei)季度在“信(xin)用(yong)交通(tong)(tong)”地方網(wang)站(zhan)(網(wang)頁)公(gong)示不少(shao)于2個(ge)聯合(he)獎(jiang)懲(cheng)案例,推動形成(cheng)(cheng)“褒揚(yang)誠信(xin)、懲(cheng)戒(jie)失信(xin)”的良(liang)好環(huan)境(jing)。 信用評價范圍不斷擴大 創新監管抓好落實的“最后一公里”
