而首約(yue)科技(ji)(北京)有限公司上海分公司等(deng)81家(jia)企業因未取得合(he)法經(jing)營資質的車輛或人(ren)員從事經(jing)營活動等(deng)原(yuan)因,則被上海交通部門列入(ru)嚴重失(shi)信主體名單,限制享受相關政策扶持和便利化措(cuo)施,并在公共資源交易中降低信用等(deng)次。 人無(wu)信(xin)不立,業無(wu)信(xin)不興。上述(shu)案例是“信(xin)用(yong)交通省”建設(she)中守信(xin)激勵、失信(xin)懲戒機制發揮(hui)作(zuo)用(yong)的典型(xing)代表(biao)。 3年前,交通運輸部會同國(guo)家發展改革(ge)委全(quan)面啟動“信用(yong)(yong)交通省”建設(she)工作(zuo),堅持高起點謀劃、高質量(liang)推進、高標準落(luo)實(shi),加快構(gou)建以(yi)信用(yong)(yong)為基(ji)礎(chu)的交通運輸新型監管機制。 近(jin)日,交(jiao)(jiao)通(tong)運(yun)輸(shu)(shu)部組織開展了“信(xin)(xin)(xin)用交(jiao)(jiao)通(tong)省(sheng)(sheng)”建(jian)設(she)工作評估。各(ge)省(sheng)(sheng)(區、市)交(jiao)(jiao)通(tong)運(yun)輸(shu)(shu)主管部門認真(zhen)學習(xi)貫(guan)徹(che)習(xi)近(jin)平總(zong)書記關于社會(hui)信(xin)(xin)(xin)用體系(xi)(xi)建(jian)設(she)的重要論述,積極(ji)推(tui)(tui)進(jin)交(jiao)(jiao)通(tong)運(yun)輸(shu)(shu)行(xing)(xing)業(ye)信(xin)(xin)(xin)用體系(xi)(xi)建(jian)設(she)取得(de)顯著成(cheng)效,初步凝聚行(xing)(xing)業(ye)對信(xin)(xin)(xin)用工作的共識,加(jia)快(kuai)(kuai)形成(cheng)行(xing)(xing)業(ye)信(xin)(xin)(xin)用體系(xi)(xi)建(jian)設(she)體制機(ji)制,信(xin)(xin)(xin)用正在成(cheng)為行(xing)(xing)業(ye)監管和治理的新形式。江(jiang)蘇(su)、浙(zhe)江(jiang)、北京(jing)、江(jiang)西、天津、河(he)南(nan)、河(he)北、廣東、山東、云南(nan)等“信(xin)(xin)(xin)用交(jiao)(jiao)通(tong)省(sheng)(sheng)”典型省(sheng)(sheng)份形成(cheng)了一批可復制可推(tui)(tui)廣的經驗做法,為推(tui)(tui)動行(xing)(xing)業(ye)治理體系(xi)(xi)和治理能力現(xian)代化(hua)、加(jia)快(kuai)(kuai)建(jian)設(she)交(jiao)(jiao)通(tong)強國提(ti)供了堅實(shi)保(bao)障。 構建科學制度體系 走出信用交通“最先一公里” “善弈者謀(mou)勢,善謀(mou)者致遠。”“信用交(jiao)通省”建設作為平(ping)臺(tai)和載體(ti)(ti),建起了(le)制度的“四梁(liang)八柱”,在推進(jin)交(jiao)通運輸行(xing)業(ye)信用體(ti)(ti)系建設方面發揮了(le)引領(ling)作用,有力促進(jin)了(le)交(jiao)通運輸行(xing)業(ye)信用體(ti)(ti)系建設“有所作為、走(zou)在前(qian)列(lie)”。 3年來(lai),各省(sheng)級(ji)交(jiao)通(tong)(tong)運輸(shu)主(zhu)管部門成立(li)行業信(xin)用體(ti)系建(jian)(jian)設領導小組,構建(jian)(jian)起“主(zhu)要領導負總責、分管領導具體(ti)抓、部門單位協(xie)同推(tui)進(jin)”的(de)工(gong)(gong)作格局(ju),大多數(shu)省(sheng)份(fen)建(jian)(jian)立(li)了“信(xin)用交(jiao)通(tong)(tong)省(sheng)”建(jian)(jian)設工(gong)(gong)作臺賬(zhang),明(ming)確(que)時間表、任務分工(gong)(gong)。北京、天津、江蘇、河南(nan)等(deng)22個省(sheng)(區(qu)、市(shi))推(tui)動將信(xin)用納入本地區(qu)交(jiao)通(tong)(tong)運輸(shu)法規(gui)規(gui)章中(zhong),例如(ru)制(zhi)定行業信(xin)用評價管理(li)辦(ban)法、“紅黑名單”管理(li)辦(ban)法、聯合獎懲管理(li)辦(ban)法等(deng),讓信(xin)用監管有法可依(yi)、有章可循。 打破信用“信息孤島” 激活信用數據活力 打破信息(xi)(xi)孤島,建設覆蓋全(quan)行業(ye)的(de)征信體(ti)系,有利于加強事中事后協同(tong)監(jian)管,這(zhe)是一項長期而復雜的(de)系統工程,需要各(ge)方凝聚共識。部省兩(liang)級始終堅持問題導向和(he)結果導向,大力推進平臺(tai)建設,加強信用(yong)信息(xi)(xi)歸集共享(xiang)。 讓信用(yong)(yong)(yong)(yong)體(ti)系(xi)有效對接,背(bei)后是(shi)各(ge)地信用(yong)(yong)(yong)(yong)信息(xi)如(ru)何(he)(he)共(gong)享和(he)獎(jiang)懲措施如(ru)何(he)(he)跨地區應用(yong)(yong)(yong)(yong)的問題。在交通(tong)運輸部(bu)的積極推(tui)動下(xia),絕大部(bu)分省(區、市)交通(tong)運輸信用(yong)(yong)(yong)(yong)信息(xi)平(ping)臺建成投(tou)入使用(yong)(yong)(yong)(yong),全部(bu)具(ju)備(bei)信用(yong)(yong)(yong)(yong)信息(xi)共(gong)享和(he)信用(yong)(yong)(yong)(yong)評價功(gong)能(neng),半數(shu)以上具(ju)備(bei)聯合(he)獎(jiang)懲、“紅黑名單(dan)”管理(li)和(he)信用(yong)(yong)(yong)(yong)承諾、信用(yong)(yong)(yong)(yong)修復等模塊(kuai),全面支(zhi)持行業信用(yong)(yong)(yong)(yong)體(ti)系(xi)建設(she)相關工(gong)作。各(ge)省配套出臺信息(xi)歸集(ji)、公開共(gong)享制度超過(guo)70部(bu),基(ji)本達到全覆蓋。 信用(yong)(yong)信息(xi)(xi)歸集(ji)數量穩(wen)步增(zeng)長。交通運(yun)輸(shu)信用(yong)(yong)信息(xi)(xi)目錄(lu)已(yi)覆蓋全部(bu)省份和七(qi)成地市。今年(nian),盡管受到突如(ru)其來(lai)的新(xin)冠肺炎(yan)疫情影響,但行業信用(yong)(yong)數據(ju)報送機制仍然實現了常態化運(yun)作。北(bei)京、天津(jin)、江(jiang)蘇、河(he)南、寧夏、云南、甘肅、新(xin)疆、吉林、廣東(dong)、浙(zhe)江(jiang)、重慶、山東(dong)、廣西(xi)14個省(區、市)不(bu)間斷報送增(zeng)量信息(xi)(xi)。據(ju)統計,交通運(yun)輸(shu)信用(yong)(yong)信息(xi)(xi)共享平臺累(lei)計歸集(ji)信用(yong)(yong)信息(xi)(xi)33.7億條,形成805.2萬(wan)家(jia)企業(含經(jing)營業戶)、2200.5萬(wan)從(cong)業人員(yuan)的“一戶式”信用(yong)(yong)檔案(an)。 量(liang)變(bian)(bian)引起質變(bian)(bian),信(xin)用(yong)(yong)數(shu)據質量(liang)實現大幅提升,23個(ge)省(區、市)的(de)(de)數(shu)據合格率超過80%,統一(yi)社會信(xin)用(yong)(yong)代碼作為信(xin)用(yong)(yong)主體(ti)的(de)(de)唯(wei)一(yi)標(biao)識,在經營企業中(zhong)應(ying)用(yong)(yong)達(da)100%。 信(xin)(xin)(xin)用(yong)公(gong)(gong)示是社會公(gong)(gong)眾參與聯(lian)合(he)懲戒、發(fa)揮(hui)信(xin)(xin)(xin)用(yong)監管作用(yong)的主要(yao)途(tu)徑(jing)。各(ge)地(di)努力探(tan)索(suo)信(xin)(xin)(xin)息公(gong)(gong)示公(gong)(gong)開,讓信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息在“陽光”下發(fa)揮(hui)最大效用(yong)。新增搜索(suo)欄、排行榜、曝(pu)光臺等欄目,方便公(gong)(gong)眾按規定及時了解企業及個人相關信(xin)(xin)(xin)用(yong)信(xin)(xin)(xin)息,實現快速查詢和信(xin)(xin)(xin)用(yong)服(fu)務(wu)在線申(shen)請等功能……今年,北京市交通(tong)(tong)委員(yuan)會對“信(xin)(xin)(xin)用(yong)交通(tong)(tong)北京”網站進行了升級改造。 “窗(chuang)口”作用(yong)(yong)的(de)發揮讓信(xin)用(yong)(yong)軟(ruan)指標有(you)效變成監管硬(ying)約(yue)束。各(ge)省(區(qu)(qu)、市(shi))“信(xin)用(yong)(yong)交(jiao)通”地方(fang)網(wang)(wang)站(zhan)(網(wang)(wang)頁(ye)(ye))日趨完(wan)善,各(ge)級“信(xin)用(yong)(yong)交(jiao)通”網(wang)(wang)站(zhan)做到政策制度(du)、“雙公(gong)示”“紅黑名單”100%及時發布。24個(ge)(ge)省份通過“信(xin)用(yong)(yong)交(jiao)通”網(wang)(wang)站(zhan)向社會公(gong)開信(xin)用(yong)(yong)承諾,26個(ge)(ge)省(區(qu)(qu)、市(shi))網(wang)(wang)站(zhan)(網(wang)(wang)頁(ye)(ye))可實(shi)現每周(zhou)更新,實(shi)現了(le)信(xin)用(yong)(yong)網(wang)(wang)站(zhan)常態化運行。北京、天津、河北、遼寧、江(jiang)蘇、浙江(jiang)、安(an)徽、江(jiang)西(xi)(xi)、山東(dong)、河南、海南、云南、廣(guang)西(xi)(xi)等省(區(qu)(qu)、市(shi))每季度(du)在“信(xin)用(yong)(yong)交(jiao)通”地方(fang)網(wang)(wang)站(zhan)(網(wang)(wang)頁(ye)(ye))公(gong)示不少于2個(ge)(ge)聯合獎懲(cheng)案例(li),推動形(xing)成“褒揚誠(cheng)信(xin)、懲(cheng)戒失(shi)信(xin)”的(de)良好環境。 信用評價范圍不斷擴大 創新監管抓好落實的“最后一公里” 黨的十九大報告中(zhong)(zhong)提出了社會治(zhi)理(li)的要求:“打造共建共治(zhi)共享(xiang)的社會治(zhi)理(li)格局(ju)。”信用是市(shi)場經濟的基(ji)石,在(zai)國務(wu)院“放(fang)管服”改革相(xiang)關政策實施(shi)中(zhong)(zhong),信用監(jian)管正(zheng)成(cheng)為發揮商事制度改革的重要抓手。 交通(tong)運輸部每年定期發(fa)(fa)布公(gong)(gong)路水運建(jian)(jian)(jian)設(she)(she)(she)市(shi)(shi)場(chang)信(xin)用評(ping)價結果,對公(gong)(gong)路水路建(jian)(jian)(jian)設(she)(she)(she)市(shi)(shi)場(chang)從(cong)(cong)業(ye)企(qi)業(ye)54056戶(hu)(hu)、從(cong)(cong)業(ye)人員789351人,道(dao)路水路運輸企(qi)業(ye)7995961戶(hu)(hu)、從(cong)(cong)業(ye)人員21215751人建(jian)(jian)(jian)立(li)了信(xin)用檔案,不斷加強信(xin)用評(ping)價管(guan)(guan)理與應(ying)用,對規范全(quan)國交通(tong)運輸市(shi)(shi)場(chang)主體行為和優化營商環境發(fa)(fa)揮了重要作用。各地(di)積極推(tui)進公(gong)(gong)路建(jian)(jian)(jian)設(she)(she)(she)、水運工程(cheng)建(jian)(jian)(jian)設(she)(she)(she)、道(dao)路運輸、水路運輸和安(an)全(quan)生產等領(ling)域的信(xin)用評(ping)價工作并(bing)及時公(gong)(gong)示,在行政許可、政府采購、招標投標等行政管(guan)(guan)理事項中(zhong)(zhong)運用信(xin)用評(ping)價結果,在行政檢查(cha)中(zhong)(zhong)推(tui)動(dong)分(fen)級分(fen)類(lei)監(jian)管(guan)(guan)。安(an)徽、北(bei)京、貴州、吉林、江蘇、新疆(jiang)、云南、浙江8個省(區、市(shi)(shi))已實現(xian)重點領(ling)域信(xin)用評(ping)價全(quan)覆蓋。 在(zai)(zai)推(tui)進信用評價(jia)的基礎上,各地(di)加快(kuai)落實聯(lian)合獎(jiang)懲(cheng),在(zai)(zai)交通運輸工(gong)程招投標、行(xing)政(zheng)許可(ke)辦理、行(xing)政(zheng)檢查等(deng)(deng)環節中,更多運用行(xing)政(zheng)性(xing)、市(shi)場性(xing)、行(xing)業(ye)性(xing)、社(she)會性(xing)手(shou)段開展聯(lian)合獎(jiang)懲(cheng)工(gong)作。北京、天津、江西、云(yun)南、重(zhong)慶等(deng)(deng)省(市(shi))在(zai)(zai)行(xing)業(ye)重(zhong)點領域廣泛探索創新聯(lian)合獎(jiang)懲(cheng)形式,應用聯(lian)合獎(jiang)懲(cheng)舉(ju)措數量位(wei)居全國前列(lie)。 各地還積(ji)極創新(xin)信(xin)用(yong)應(ying)用(yong)模式(shi),探(tan)索信(xin)用(yong)承(cheng)(cheng)(cheng)諾(nuo)制,不斷豐富拓(tuo)展社(she)會化(hua)(hua)、市場化(hua)(hua)的(de)(de)守信(xin)激勵措施。以信(xin)用(yong)承(cheng)(cheng)(cheng)諾(nuo)制為代表的(de)(de)事前監(jian)管(guan)方式(shi)迅速(su)推廣——江蘇、浙(zhe)(zhe)江、北京(jing)等27個省(sheng)(區、市)依(yi)(yi)法依(yi)(yi)規建立了本(ben)地區交(jiao)(jiao)通(tong)運輸信(xin)用(yong)承(cheng)(cheng)(cheng)諾(nuo)制;河(he)北、浙(zhe)(zhe)江、江西等在辦(ban)(ban)理省(sheng)級交(jiao)(jiao)通(tong)運輸行政許可(ke)時(shi)運用(yong)告知(zhi)承(cheng)(cheng)(cheng)諾(nuo)和容缺(que)受理的(de)(de)數量占辦(ban)(ban)理總量的(de)(de)100%;河(he)南開展信(xin)用(yong)承(cheng)(cheng)(cheng)諾(nuo)制應(ying)用(yong)試點,研究制定(ding)(ding)告知(zhi)承(cheng)(cheng)(cheng)諾(nuo)和容缺(que)受理規范(fan)文書,制定(ding)(ding)極簡化(hua)(hua)辦(ban)(ban)理流程。 信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)承諾制為交(jiao)(jiao)通運輸(shu)企業、社會公(gong)眾開辟了“綠色通道”,優化了營(ying)商(shang)環境,讓行(xing)政審批的效率明顯(xian)提高(gao)。江(jiang)蘇建(jian)立(li)公(gong)路(lu)(lu)水運建(jian)設(she)市場信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)管(guan)理(li)“1+6”的制度體系。河北深(shen)化高(gao)速公(gong)路(lu)(lu)“二維碼+誠(cheng)信(xin)(xin)(xin)(xin)救援執法(fa)”模(mo)式。浙江(jiang)省全(quan)面實行(xing)高(gao)速公(gong)路(lu)(lu)超限車(che)(che)輛(liang)“違法(fa)失信(xin)(xin)(xin)(xin)清單”管(guan)理(li)制度,并把普通公(gong)路(lu)(lu)治(zhi)超非(fei)現場執法(fa)數據納入違法(fa)失信(xin)(xin)(xin)(xin)清單管(guan)理(li),實現信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)治(zhi)超一盤棋。北京市探(tan)索“信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)+”城市公(gong)交(jiao)(jiao)線路(lu)(lu)應用(yong)(yong)(yong)(yong)(yong)模(mo)式,提升公(gong)交(jiao)(jiao)線路(lu)(lu)服務(wu)水平。天津開展巡(xun)游(you)出租車(che)(che)汽車(che)(che)駕(jia)駛員信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)積分考核,加強(qiang)數據稽(ji)核治(zhi)理(li)逃費。8個省(市)還積極(ji)推(tui)動開展信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)修(xiu)復(fu),建(jian)立(li)異議投訴和信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)修(xiu)復(fu)機制,及時辦(ban)(ban)理(li)“信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)中國”“信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)交(jiao)(jiao)通”網站(zhan)等渠(qu)道轉(zhuan)辦(ban)(ban)的信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)修(xiu)復(fu)申請,支持失信(xin)(xin)(xin)(xin)主體按照(zhao)程序開展信(xin)(xin)(xin)(xin)用(yong)(yong)(yong)(yong)(yong)修(xiu)復(fu)工作(zuo)。
